It's called aveloz, or pencil tree or milk bush - euphorbia is the latin name and it's also commonly called the petroleum plant because it produces hydrocarbons like gasoline, it causes cancer, vomiting, tumors, irritates membranes and suppresses the immune system. The milky sap is caustic.
